The reason behind the fact that this weapon has a +25 WIS bonus tagged to it is that by the point a ShadowKnight can even get into the Citadel of Anguish, let alone face this MOb, it's very likely his INT score will be topped off, or pretty damned close...that's like a lot of the priest items from the Luclin era (most notably in Vex Thal) having INT bonuses, but no WIS bonuses. SOE's line of thought is that if one stat has nowhere to go, you'll most likely want to get the others up, just for the sake of having them high. I know my roomate's Cleric wanders about teasing Wizards because she has almost as much INT as they do (somewhere in the area of 200ish, unbuffed. I don't really recall)...and she's only 58, as of now. /shrug
Also, to EverloreSuxUr's point, a "stupid" ShadowKnight would be one lacking in the INT department...you can be incredibly intelligent, but none too bright, if your stats were to be measured up with high INT, low WIS (or incredibly insightful, but not particularly the sharpest crayon in the box, for the opposing comparison...high WIS, low INT).
