For whatever reason this item for some low level old world quests also drops from the "a bard of veeshan" which can be found in the OLD version of Veeshan's Peak on TLP servers. Confirmed via identifying it.
These are used to make Blessed Mithril Arrow Heads - by smithing in the Fier'Dal Forge in Kelethin the following items:
Small Brick of Mithril (sold in Felwithe)
Standard File (smithed)
Flask of Water
Emerald Shard
Trivials at 42, yield 2.
These are used to fletch the Blessed Scout, Warrior, and Champion arrows. However, what I can't seem to be able to find yet is any info on where these Emerald Shards drop - anyone have any ideas where I might be able to find these?

Imbued Emerald Shards are used to make the blessed arrows. These shards are used in the above mentioned quest.
