anyone know what this is for? it dropped off an elite ikaav firebrander in RoCD

This item seems rare like the ukun leashes / kyv bows, both of which are also nodrop, non lore and used in quests. I'm *guessing* this one is used in a quest as well, just what is the other item (IE dragorn crest, rorn's gaunts) that's needed? Just got one in RCoD off an elite brander, near statue camp.
an elite ikaav socron drops it too

Dropped off named mob called Ornaia the Foul in Ruined Citu of Dranik, she conned even to my druid at 69. It's also no drop so can't be vendor loot.

Seen it drop a bunch in MPG... seems to be vendor loot.

I believe I got one of these off an ikaave firebrander in Ruined City of Dranik.
Unfortunately, we need to know which specific mobs it drops from in order to be able to link the item to the mob. Just saying "Ikaavs" is insufficient.
