It says lvl to attain is 65, and required lvl is 60. Now, im confused, if i can ding 60, can i do the turn-in, of course with warmly or ally faction, and get the cloak without the guy eating my pieces?

Level to attain is generally an estimate of what level you would need to be to kill the mob/do the quest/etc. It is often possible to get it before that number, though it usually involves the help of higher level characters.

Actually, the big stopper here, is faction. You need the same faction for this quest, as you do for the Tier 1 quest armor. Considering the amount of mobs you need to kill to get there, I doubt you'd have the faction at 60.
And finally I have all four drops.
Item 1 - 3 drops
Item 2 - 2 drops
Item 3 - 1 drop
Item 4 - 1 drop
So thats roughly 70 Murks per drop, I dont think any one part is particualry rare (based on other people I know doing this). This would be much faster with a group, problem is Murks drop little of value (aside from uber rare trash drops of which I saw none), and give no faction, they are pretty good exp though.
Bout 2-3% aa per kill solo at 70, I killed the ones near DS zoneline.

I was helping a druid friend kite murgliders to get the parts for this quest when the Battleleader cloak dropped for me. Druid also got all 4 parts of the sword from murkgliders near the DS zone, so I think the parts can drop off any mob in the zone.

Anyone know if this can be mq'ed?
The 4 drops are random and i have gotten parts of it in several different places "the tip and shattered half seem to be the rarest parts but not sure on that." One nice thing for a melee, Battleleader ceremonial cape is also a random drop off of the same type mobs and has nice stats too so you may get lucky and end up with a new cape without all the hastle.

I want the cloak of the dragon militia.How can I get this?

Depending on if he/she has premium services, he/she may not be to see the quest information.
I don't have premium and i can see it just fine, thx. It prob wasn't showing link when he posted.
