450pp in Luclin bazaar. Clickable on a 23 warrior.
970pp, Druzzil Ro bazaar, yes clickie works at 31.
A guildie gave this to me, and I put it on my lvl 31 war and he is able to use the click effect, this is awesome, and the lower stats are still way better than the gear that is designed for his lvl, this rocks
Got this for 2000pp on Karana server i love it. Better then my old 21% haste cloak ( i augged ) guess i'll save the aug for awhile until i get enough points to buy something new.

it's a nice + 27 ac buff... Making this cloak a beautiful +43 AC cloak if you rememebr to click it =-D. Doesn't compete with time gear of course. Was wondering how much to sell this thing for.
I'm sure it's long sold by now, but for those others debating this question: Don't sell it even when you get an upgrade, and keep it for clicking. It's a very useful strategy to keep a bag of clickable items, for buffing, mobs, or utility. For example I have a bag of items that haste me, allow me to cast identify, let me snare, raise my magic resists, and so on.
Until you have another item with a clicky AC buff that overwrites this one, then you will one day have a need for this!

Instead of selling it selfishly why not give it to a guildie or friend,even if it's for an alt.I must admit though EQ has turned out some of the most self centered,money hungry ppl in RPGs.

anyone know what this spell stacks with? all buffs? or none? etc?

So far, it stacks with everything. Including Cleric/Druid hp buffs and Call of the Rathe. I dont know if it stacks with the shield of the arcane though.
