We can assume that it is class restricted, as it would probably have more posts in the thread if other classes could use it. It should be inventory clickable with the new hotbars. Please verify.

Unless I'm missing something, this is another strange and pointless loot placement.
What is the required level to use the effect? The similar wizard item from Kedge is usable at level 1 (so fun on FV server).
