Arch Duke Xog takes the icon and stares at it. His face twists into a look of disdain and he suddenly throws the icon off the balcony. It lands in the water some distance away. Without even a glance at you he says in disgust, 'You're an idiot, <Name>. You fit your profession well. Leave my sight.'

there are similar gems like this one in iksar city at monk guild that dont cost much

This is obtained by giving serrated wire to the iksar prisoner in Dalnir (Second Floor, due south of location #1 on the eqatlas map). Its only use is handing in to Arch Duke Xog, a Shadowknight trainer in East Cabilis. He throws it in the water and you end up with worse faction with the Crusaders of Greenmist and Legion of Cabilis. No actual benefit for doing the quest that I can see.

What quest is this used for because its not for the Greenmist quest?

So, by just having this in your inventory (top level slot though I assume) you get 5 CHA?

I am not quite sure what these items are for (possibly pets but unconfirmed) There are also "gems" found in Crystal Caverns that have stats (such as +2str and +2sta)
