NICE , 17 delay, this thing must proc like mad with some good haste items and buffs. and has some decent stats too
Old post ik but delay/proc doesn't work that way, increasing haste will actually lower the amount of procs possible, this is why weapons with higher delay will proc more frequently, this can be seen by the Earthshaker + Warrior riposte disc, which was why it was removed from the game.
Weapons can and do have proc frequency modifiers built into them to proc above or below a certain % of the time. Lucy will have notations on these items. One that comes to mind is Bloodfrenzy which will proc iirc 160% more of the time, or 60% higher than standard proc rate.
In fights with a group this amounts from 2-4 procs to 3-5 procs per mob and if you have AA into it, it can easily double those numbers.

All other weaps with this is a combat proc...if you look up lightning surge on this it is instant cast and instant refresh? is that a 75 point lightning flash as fast as ya can click your hotbutton? that would be insane..if it is get ready for the Nerfbat to hit this one.
"instant" is just the type of damage it is. When the nuke/proc finishes cast on a target, the damage is "instant"

If the Alla database hasn't changed, the "triggered" type is the default for any effect on any item. If the person adding the item doesn't specify the type, it gets added as triggered.

Let's not overlook it's equippable in secondary too. I think this is a typo that its 2hb.

1. bards don't have any 2hb skill which makes me question if this is really 2hb or 1hb. It wouldn't be the first time a 2hb listed bard as a useable class, but I'm dubious. (fungus coated tarmok staff is an example.)
2. It has the augment slot listed as type 7. Again, I guess it's possible but all weapons I've seen use type 4, 5, or 6 for augment slots.

Hmm this will be interesting to see how a 2hb with this fast of a delay will parse out.
