Lost Dungeons of NorrathHaving played a few characters on a few different servers, I question SoE decision to put these items in the game. Granted that those three resists are harder ones to raise, I doubt the value of that belt, even to the non-twinked level 20 characters.
A belt like Purity Belt is easy to get at lvl 15 or so and would be of more use to any character in my opinion.

I tend to agree, but I'd sooner blame the way they overpowered the lower level game by releasing non-level restricted, mudflating gear.
However, I'd take this belt over Purity Belt. AC > HP at low levels, unless you're a soloing kind(in which case you won't see this belt drop). The 9 resists total are pretty valuable, since around lvl 20 you come across quite a few shaman/necro enemies(cold/disease/poison resists are hard to raise as you suggested, and a lot of people find those kinds of enemies the hardest to fight at that level).
