Looks like VI's meter was broken when they made this item.
Why do you say that? Back in its days this was a top notch aggro weapon for a warrior, one of the best in the game. There aren't many pre-Velious weapons who have a decent aggro proc. This is one of them.

I don't see what the hell is so good about this weapon it doesn't even list a special efect that would make it good but look at it 10 dmg... I got a 17 dmg 1hs weapon and from comparing this things stats this is sad. whoever would traid all there armor for this weapon probably has a full set of cloth!

The weapon have been designed as one of the top one in march 2000. When top of the top warriors had maybe 950AC and were dual wieldling Short Sword of the Ykesha.
