This item dropped for my group off of a "Prowling Oculus"
Prowling Oculus is an Enchanter and has a pet. It looks just like the many "eye" creatures in Deepest Guk. One of the first few spells it cast was charm.
All in all even with a pet and our MT charmed for a short time, it wasnt a difficult mob to take down.
Conned Dark Blue to me at 54; however, it's probably adventure based.
