This can be found on the Sarnak Mystic who is part of the Frontier Mountain spawn cycles.

How do you get this item, it doesnt tell you what mob it drops off of, or do i just find it sitting on the ground somewhere? Or is it a quest, if there is a mob u have to kill, can a 30 monk take him out?
