You completely miss the point. First, Shaman is the only wis caster that can use the face grinder. Second, its a 2 handed weapon, which means you lose whatever you have in secondary. My main is a lvl 46 cleric, and if I were to stand up and start meleeing, rather than medding up, either my puller is moving too slow, or I'm playing around with some green stuff.

My gear is nothing uber, but my secondary slot item (Testament of Vanear) has as much wis, and 10 mana , as the face grinder. If I threw the cone in primary, I'd have 15 wis and 60 mana out of my melee slots. with a face grinder, I'd have 10 wis, and no mana. Oh, yeah I'd have 10 strength, which means nothing, since I can't do enough melee damage to matter anyway, even with a really expensive weapon, and the face grinder weighs 13 stone, so my carrying capacity would go DOWN by 3.My current primary item is the paw of oppala, but I would take the cone in a heartbeat, since 50 mana is a lot better than another 4 wis.

What I don't get is why you would think having a weapon would possibly be as good as this, unless of course you don't play a caster.

I am looking at it from a WIS caster perspective, but pure int casters would be in the same position, except they would probably have a stein of Maggok (or better) in secondary. Either way, not many weapons can add as much wis/int and mana to a caster's pool as those items can. Once I get my epic, I'll carry a weapon again, but until then, I'll use my paw, or upograde to this.

What it means by the lvl thing, is thats the minimal lvl you should be to kill the guy that drops it, i have this nice item on my necro and he is lvl 23, and his int isnt over 200 but his resists are out the butt good, so this is a good twinking item for lower lvl chars.
