You get it by handing a chocolate covered cherry to Miranda the little cat girl in the Kerran village in Stonebrunt. Handing her one gives you good faction with the village and some catnip. Was also some good Eurdin faction but forgot if it was the Peacekeepers or Deewater Knights.

The faction is Peace Keepers. Marr Cherries are foraged in the Ocean of Tears, I got three stacks of them when I was camping the Ancient Cyclops.
I dont think that sony emplopies have ever had a cats. I have two and never one of them gets any wiser when they eat catnip. they just get the munchies and run around that house even stupider then before.

This should be a minor/temporary haste item for Vah Shir, increasing their AGI and DEX by 10, but lowering their Int/Wis by 50 or something.

either that or reverse the stats to:
sta+1 wis-5 or
sta+5 wis-1.
Whichever.
