Legacy of YkeshaThe quest NPC Duggert says "Find the goblin dust hoodlums within the depths of the Temple of Droga and bring back three Hoodlum Symbols of Dust they often have." I've killed goblin dust hoodlums by where King Dronan spawns and by where Dust Hoodlum Heaprit spawns and only got ONE Hoodlum symbol of dust in the course of about 10 hours total. The text seems to state they are common drops off the goblin dust hoodlums, but I have yet to see them drop very often. Dinged 3 AAs in that time and the dust I got was from a goblin dust hoodlum in the King Dronan camp.
*Edit* I finally got my 3rd dust this week from a bazaar vendor. The prices in bazaar for this range from 3 to 4k. I just got tired of camping the dust so I bought the last one I needed. Now Digmaster Duggert is freed and I'm a proud owner of the regen1 ring he gives.

They are indeed bloody rare...
Don't start this quest unless you plan on exp'ing in Droga or spend tons of time pharming other drops. This goes for most prisonner quests I think.

This like the rest of the Freed Slaves quests is a rare drop from a common mob. Perhaps that will explain the confusion.

There is no confusion. Read the text that the NPC quest giver gives. He says, "Find the goblin dust hoodlums within the depths of the Temple of Droga and bring back three Hoodlum Symbols of Dust they often have." If he stated instead to find the goblin dust hoodlums often found in Droga, that would have been a different matter, but he states that they often have the Hoodlum Symbols of Dust. The key word here is often, or if you want to be more precise, the words "they often have the hoodlum symbols of dust." Last time I checked, the word "often" meant frequently, or in large quantities.

This is dropped by a goblin dust hoodlum in Droga. This mob is a rogue-type levels 58-61 and is the naked Kunark Goblin model.
