I do a lot of buying and selling on the Innoruuk Server and I've noticed Items with high stats often go for the amount of the stats. Example: 2 or 3 sevens like 7 dex/ 7 int/ 7sta/ ect. ect. go for, or will go for about 7k. Depending on which stats can lower or raise the price. On higher lvl Items the amount of Mana/hp's can also raise or lower the price. This doesn't always apply. An Item with 3's does not always justify 3k, but I do notice once You get to the 6's, 7's, 8's and up this applies.
JMO but this necklace is every bit worth 7k. If it was only worth 3 or 4k it would be within reach of EVERYone hitting the 40's.
Oh, by the way, My Shaman at 45 gets 7 to all the stats on this necklace.

Just picked this up on Xev for 5700 plat (it runs
bout 6-8k in zar). If it wasent for the plat purchases on-line floodin the game with more plat,
then these items would be bout 3-4k i bet:)

Ummm, don't you mean infamous? Hate to be the one to break this to you, but 24hr camping is not really appreciated by most people. Bragging about it is even more pathetic.

Yup its sad alright, like a bunch of kids that cant share a toy and hog it. Verant needs to focus on stuff like that for a few instead of giving Plane of Time guilds new toys to play with.
