Perhaps it's this http://eqbeastiary.allakhazam.com/search.shtml?id=15056 guy, since he also drops https://everquest.allakhazam.com/db/item.html?item=27750 and https://everquest.allakhazam.com/db/item.html?item=27751 which seem to be on a par with the Legplates. Still no mob info to be had really, but perhaps if you know anyone on Tribunal from Vis Veres you can scoop it.

I'm guessing these are from the Spirit High Arcanist that's a part of the Spiritist Event that starts in the cells. That along with the Arcanist's seal are listed, but aren't crosslinked to a mob. I'm trying to talk my guild into doing the event and I'll be sure to get screen shots and loot lists :)
Well, before running off to get these legs for my wife's pally, I came and looked them up. Guess I will wait for more info on it. The acanist of old seems to not drop them. Just wondering if anyone has ever looted them and if so, please post an update.

Okay, we've got one guy saying they come from the Grimling Arcanist, one guy who says there's no way they come from him, and one guy saying it DOES come from him, but only as a part of a ring type event/quest. Anyone know the true details on this? I'm dying to get my hands on these leggings, seeing as how Vah Shir were gypped out of heraldic armor.

There are 2 Arcanist, one in the back of zone on the small platform that drops the 1hs and 2hs, but the arcanist that drops the pants is part of a ring event type quest.
