This actually drops in Plane of Storms off of Dolshak the Ornery.

Does this item really exist?

Facts:
I have been looking in the bazaar several times daily for over 6 weeks and have NEVER seen one of these for sale (but maybe its No Drop ??).
(And yes, PoN is still heavily camped on my server).
I have checked every single mob's reported loot table for PoN creatures in Ilia's beastiary. For something that supposed drops off "multiple creatures" in PoN, it's odd that nobody has ever reported finding one.
Allakhazam shows no characters with this item.
This item is not in the CastersRealm database, nor the Magelo database.
Conclusion:
Im guessing the answer is "no". (Item does not exist)

Very very nice piece of armor there, I know my newbie mage [level 9 =P] would love one! Even if the stats suck from the recommended level...I understand how this piece could kinda suck when you reach level 53...unless I'm wrong.

most items with rec level are good at low levels too its cool because the items level up with you =) you just have to be thinking like a low level who just started, if it were 2001 you would have better stuff than most lvl 50+ people hehe so dont worry about twinking with recommended level stuff. i gave most of the stuff on my wizzy ( check my profile) to my necro twink and at lvl 31 she has int maxed out and a ton of other uber stats and if you look a lot of my items have rec lvl on them =)

Im definately not sure where your coming from. This piece of armor is definately worth it at 53. If you expect to have better at 53. Well your in for disappointment. 12 int +60 mana and 50hp, lets not forget the resists. Think you bumped your head or something. This would definately be a nice item at 53 especially after you've hit that 255 int threshold. Heck it would still be useful for some time to come.

I agree - I'm L56, and this would be an upgrade for me.
I'm currently wearing Garish Sash (click Brilliance ENC belt). Usefull when I first got it since my INT was in the mid 240s but now that my un-buffed INT is 253, Brilliance doens't give me much anymore - not that I can't cast it on myself if I wanted to)

i am level 54 and i recently combined my entire accounts items and sold them to fund my wizzy i have well over the 255 cap probably even over 300 a 3600+ mana pool and this is the next sash i want im currently using one i looted in Tenb mountains ( girdle of the blood feind? ) im actually working on upgrading all of my gear so yes this is still very good at lvl 53 and will last me a long time, probably until Uber raid type loot, and that will be a long time =) so basically i am going for HP+MANA+SAVES now and this sash provides a great balance of those three =) again i say very nice sash
