im glad it has a recomended level, id be VERY upset if i saw this in the hands of a twink! you just cant have it!
There would be no way for a twink to get this unless they were lvl 65 with access to PoWater and they would have to be there to hail the Essence of Water. So if a twink could do all of that, then the really deserve it anyway. ;o)
