Alright, now that it is established that the Identify spell is produced by these, I must ask: What does the ID spell do and how is it that I combine the two Words?

Identify can be used for quests that require various components that look the same. The ivy armour for Rangers have runes that all lable themself as ivy rune. Use of identify can tell you which specific rune it is.
Most often seems to be used when you might have two such items and have forgotten which one was which.
