If you are on a TLP server this is likely one of the items that won't drop out of era. The "newbie" armor quests were moved to only go live once a server has unlocked Luclin now. Many of the items are still in game unfortunately which can lead to confusion but a good number won't drop and the combines to craft the armor do not work.
If you are on a Live server then I have no idea, as far as I know this item should still be dropping otherwise multiple quests would become impossible.

Cleared the diseased rat camp at neg350, neg2350, and got 4 of these to drop. That was about 10 rats. So they are not rare if you go to right camp. Or this was just fluky. I got about 4 plague rat tails too.
