I was wandering about near the pits in Tactics and stumbled upon the Diaku Overseer's corpse with about 00:25 seconds remaining before the corpse poofed. This item was on the corpse. I looted it with 5 sec left and tried to use it from inventory.
No go. It doesn't need to be equiped, but when I clicked it, it said that my class/race/deity cannot use it.
