Has anyone actually ran a test on this too confirm its 36% Haste? I was fortunate enough to use one for awhile and actually it seemed slower than my Spiked Seahorse Hide Belt at 34% Haste.

This is not the best haste belt out there. It is however tied with a few other items in the amount of haste it provides. All of these items provide 41% haste. Some are belts some are not. Picking the one that best suits your needs and slot would be the way to go.
Belt of the Destroyer (Waist) - 41% Permanent Belt of the Four Winds (Waist) - 41% Permanent (Quest) Claw of Lightning (Secondary) - 41% Permanent Cord of Midnight (Waist) - 41% Dark Wind Shroud (Shoulder) - 41% Earring of Endless Speed (Ear) - 41% Permanent Envenomed Moccasins (Feet) - 41% Permanent Feeliux's Cord of Velocity (Waist) - 41% Permanent Gauntlets of Dragon Slaying (Hands) - 41% Permanent (Quest) Grey Suede Boots (Feet) - 41% Permanent Rocksmasher (Primary) - 41% Permanent Scalecracker (Primary) - 41% Permanent Serrated Dragon Tooth (Range, Primary, Secondary) - 41% Permanent (Quest) Shadowed Footpads (Feet) - 41% Shiny Trinket of Speed (Range) - 41% Permanent Silver Bracelet of Speed (Wrist) - 41% Permanent (Quest) Silver Steel Cloak (Back) - 41% Windspeeder (Secondary) - 41% Permanent Yelinak's Talisman (Neck) - 41% Permanent Woven Shin Choker ( Neck ) - 41% Permanent
First HOW is it tied to these? They all have 41% according to your post and the list on this belt is only 36%. I am also pretty sure that all or most of those are no drop, this belt is droppable.

He's comparing a 36% droppable belt to 41% NO DROP items! Your post is the mindless dribble because it adds NOTHING to the post and it's putting down a REASONABLE question.

All hail the king!! You must have been talking about yourself! Please, in the future, take your own advice!
Nah - his post is saying that 1) there are other items that have the same haste as this belt (in different slots), but that 2) This is not the *best* haste that you can get - for this slot or otherwise. Then he lists the items with the top haste percentage in the game at the time of his post, 41%.
Kataliya, I know at one point he was slowable and doable with 3 groups, but I think they nerfed him in one of the patches last week. I may be wrong and would like for someone to confirm, but I believe he is no longer slowable. Take more than 3 groups and let us know. :)
(Prelude: all information is correct at the time of this posting, but please don't blame me if VI whips out the nerf bat and turns me into a liar without notice! hehe)
I am sorry to be the bearer of bad news, but the haste on this belt is "only" 36%. heh
Although surely some will be disappointed the haste is not even faster, I would remind them that this belt joins the Cloak of Flames, Cowl of Mortality, and the Cloak of Crystaline Waters as being the four fastest droppable haste items in the game.
Furthermore, this item is arguably THE best droppable hate item in the game as it provids more HP and AC than the aforementioned items (save for the CoM, but the difference is neglagable), and the total saves are comparable or better. I forsee many a melee saving their coppers for one of these!
Lastly, when one considers that it only takes three solid, professional groups to attain, this is a very nice belt indeed!
Good day, and good luck! =)
(edit: Darn you, Cebanaz! You snuck that post in while I was typing my own! =D)
did you fail to mention the ccom on purpose or by mistake when listing the best tradable haste items in the game ?. and its a very sweet looking belt :)
The CCoM is just the CoM turned into a quest mob in Icewell Keep to get a different graphic. Otherwise they are exactly the same. No need to mention both.

Personally, I think this is seriously lacking. However, what makes this worthy of the mob it dropped from is it's droppable status. I can't think of anything droppable that has this much haste, except maybe that belt from PoI (though I don't know if it's 41%).

The max haste % on tradables so far is 36%...an I doubt VI would make something with higher percentage that you could sell. It would drive prices on all others down by a huge amount and create super ubah twinks all around to **** off their new clients.

Well the loot table was obviously messed up, and i'd rather speak of a fix than a nerf. Even if I'm a bit mad because I lost 2 of the old belts to some damn paladins.
And to those who find this 'lacking', remember that it's the best droppable haste item in the game, and that 36% haste is now enough to reach the haste cap, with VQ being 68%.
