Very common drop, not rare.
My alt warrior (lvl 56 at the time) got this drop because no one else wanted it. She hits decently with it, but its main strenth is its ratio and range. You can stand back at Agnarr and Fennin and plunk away. It is also not a bad range slot item for the added HP either.

I was lucky enough to obtain one on an MM raid earlier in the week. Excellent dmg/dly ratio and fantastic stats. With all of my offensive skills maxed this bow does plenty enough damage during raid/group/solo time. True enough Longbow of the Stormcaller has a better ratio but let's face it, this is Top 5 bow material, let alone being a great range slot item. Gives about 140 hp more than a Nightmarewood, only other modifier I would put on wishlist is +5% Archery or +5% Accuracy, procs can be obtained from LDoN augmentations.
I tend to tank alot as well so saves and stats are great. No real need for Dex as it is normally maxed at 305 anyhow. If you are a Ranger and thinking of waiting in line for a Longbow of the Stormcaller, perhaps think again, this thing is da bomb.

What's a better bow? This one or the Longbow of the Stormcaller?
if i had the choice, i would use stormcaller

Well, the reason is this, if your guild can kill MM, then your guild can kill Talloz Zek, who drops this bow(pretty often too):

I'm not saying this isn't a great bow, but VI has this annoying habit of not adding just one thing to make things better... WTF is up with 20agi instead of 20dex! As an AM3/EQ ranger, I rely on my bow for 100% of my dps, so ac and agi are useless to me... even hp for the most part. What, with 1300ac and 5000hp I'll be able to solo in PoV? ... don't think so. This is the first time I can honestly say that a bow is more fitting in the hands of a warrior than a ranger.. just look at the hp/ac/sta/agi and lack of dex. Get a 32/29 10dex Wormwood bow. /flame on.

Actually, quite a few places in PoV (I prefer PoS for soloing) that we Hunter Forest Stalkers can solo (granted its bow kiting, but it works) without having 1300 ac and 5000 hp.
But I do have to agree, this bow leans more towards the other classes than a ranger. I myself prefer the Longbow of the Stormcaller, dropped in BoT (36/32 200 range 25 ac 12 dex 10 sta 8 wis/int 110 hp/mana 15 sv f/c/m) over this. =)

I concur with the other Forest Stalker above. Naturlly it is still a fine bow for rangers, but for the guilds doing this level of mob, I would presume the rangers have opted for something else. You only need a couple great bows as a ranger, and I am so pleased that so many lovely bows are coming out for ALL classes this expansion :-)

The first time this dropped on Tunare, it broke records. It reached from the ranger who got it, to DL, to Freeport. In less than 30 minutes at least 3/4 of the server had seen the link for it. Lucky ranger!

From what I've heard there are no external faction hits in the new Planes like there are in PoG... can't comment from personal experience though. (yet)
