Got 1 of these off a Tortured Banshee while fighting Gargoyles.

Ditto. I suspect this is the only place they drop, I've done the banshees over by Hedge extensively and never seen one. In 15 minutes of pulling the Garg City, one dropped.

PoN is a great zone , seems to be an intense aggro range.Some good drops & great mob flow for a nice 6 person exp party. the belts seem to definatly drop off the Tormented Banshee, which are a common spawn.

Not sure if they are a static spawn elsewhere in zone, but one popped just over the river in the open area. didnt drop anything for me, this is a nice belt though.
