I just recently picked up one of these on my server from a fellow monk who was upgrading. I find this is a very nice neck piece with decent stats and saves and a very low weight. The effect itself is completely useless and I've yet to find any reason for it other then to mess around with your friends.
I'm not sure how many have been given out during GM Events but this is the only one I have ever seen on my server to date. Kind of wrapped that I now own one actually. :)

this is the coolset item in the game. First of all whoever you have targetted while clickin this item gets a blue energy ball flung at them, and you can do it as many times as you want and if you keep clickin it realyl fast it surrounds you with energy and you look like a **** super saijan!

This was accually dropped in Qeynos hills At a GM event.. there were about 30+ Gnolls Rushing Surefall Glade ent every 15 min or so.. they all summoned and were dark blue to 56 (me). a Gnoll Elite Dropped this for me
