It is 46% haste Monk in guild just got it =) gearing up new members for qvic. I got a 45% haste waist from Weaponary trial in MPG, so dont know when they raised haste cap.

I just verified that Magelo have this listed as 46 haste. Interesting, Im assuming this means that the worn haste cap has increased from 41 to 46.
I have not checked the listed haste on any other items from time, worth checking to see whether this level of haste is unique to this item .. or whether haste items from Time are all 46.
Anyhow, very interesting, the extra 5% will certainly draw a lot of competition to own these nice shoulders.

There's a 51% haste item (Yes, really). But it's legends only. Anyways, Speed of Vallon is 68% haste, and the cap is 100, so any item haste over 32% is pointless at that level of play.
At it's best, more haste is a toy for a character that's already very high end to go solo with.

You don't always have SoV on so having extra item haste is not a waste.

is 46 percent haste, as listed in Magelo
Considering where it drops I would hope so.
