Looted this and mark of spirit the other day in Maiden's Eye off of Gorangas by entrance.Actually saw 3 mark of spirit in about 2 hours but only one sceptre so it does seem to be quite rare.
I've been in the rockhopper caves about 30 times now farming Surperb and Flawless hides for my tailoring addiction. I've only seen one of these drop and I looted it.
The Lucid Shards (Vex Thal key component) have dropped 4 times in that period.
These are Rare to Ultra Rare. Plan accordingly.
