The effects say it works up to lvl 67 now. But It works on my lvl 68 spells also. I see the emote kick off when i have casted a DD spell from LVL 68. Thanks.

Actually I just got one today and still says 65 and so does lucy. But that is for full effect. It will work after that but no well enough to matter.

You lose 10% per level over the cap.. IE 10% of that original 20% increase..
Basically, you would still get a 14% increase at level 68, insted of the full 20%, since it caps at 65.

This book is actually spelled Grimoire of Enchantment if I'm not mistaken.

This Item Rocks... got it today on our VT cleaning...
Effect is practically Improved Damage 4...and that in "Offhand" is just sweet :)
(Neck slot open for range4 / manapreservation4 or spellhaste4 item *whee*)
1: Increase Spell Damage by 20%
2: Limit: Max Level(65)
3: Limit: Effect(Hitpoints allowed)
4: Limit: Instant spells only
5: Limit: Spell Type(Detrimental only)
6: Limit: Target(AE PC v1 excluded)
7: Limit: Target(PB AE excluded)
8: Limit: Target(Targeted AE excluded)
9: Limit: Target(Uber Giants excluded)
10: Limit: Target(Uber Dragons excluded)
And the people coming here & saying Vex Thal loots suck...get a clue n00bies ;)

Never been to VT and really have no desire to do the damn time-sink for the key for it. I get MUCH better **** from time and GoD zones. (Time was easier to get keyed for too)

Whatever man. You dont find better loot than VT till the elementals. And the most sucessful guilds in elementals through time all went through VT. And Time was not easier to get keyed into. You msut have gotten recruited into a guild that was already in Time and flagged you into it. Many guilds spend months gearing up for time and trying to pass the Rathe encounter. Plus there are several VT items that you wont get better till Time.
And of course Time and GoD have better loot. Called progression. New expansions = harder content = better lewtz. Dont start throwing out the n00b word please till you appriciate that the people who have VT gear worked thier *** off in the guild to get keyed and raid it and are following progression rather than hopping aboard a higher end gear and spounging off thier lewt and flags.

Amen and amen. The only people that say that the loot from VT ain't worth the timesink don't understand the line of progression in the game. VT is a step towards the later levels of play. You may have better stuff that you recieved from Time/GoD (some of which is becoming somewhat obsolete in comparison to the OoW stuff popping up), but if you never had to pass this test in the first place then you won't appreciate the effort involved in achieving this level of play. To insinuate that VT is a waste of time only makes one look like a naive cabin boy that hopped on a boat that already ruled the water. Foolish at best.
I love how people come here and flame how crappy items are when they are sitting there wishing they had items 1/2 as good.

No it doesn't That's basically an improved damage 4 item with lots of stats I'd ratehr have the clicky shield and get improved damage from somewhere else(like the leggings of secret for example :P )
