Check the merchants around the zone in. I found the patterns in Decay on "a dealer" The costs range from 2624 for boots to 23624 for robe

Correct. I added all the vendor items for this NPC and added all the recipes for the wither and decay ornamentations.

First, find and learn the lost art of working with wither and decay. Then in a sewing kit combine one cloth scrap of wither and decay with one Wither and Decay Robe Template. My experience was one try, one success.
I failed the combine. 5 times.

all 5 times I got back the scraps. but no salvage message on them. they are ALWAYS returned on a fail - my guess.
