It is a part of the big progressive cloak quest in Shar Vahl. You get it after you have completed the Sonic Wolf bane weapon

Could this be used the same way the shrunken goblin skull is used for keeping your buffs on during raids?
This wouldn't work well to keep buffs up during a raid. To keep buffs up you need an instant click item. This has a casting time of 1.
Actually, this may be ok to use as an "insta" clicky for those annoying dispell mobs. The 1 second cast time makes it a bit impractical, but it is better than nothing. For a long time, I used Yaulp (.5 second cast time) as a ghetto clickie, so its not entirely out of the question to use this for the purpose you mentioned.
But, if you are planning to set aside the time it will take to get this item only because you seek an insta-clicky, then I rekon you'd be better served trying something else.

It makes you immune to the Screech of an owlbear. That is a DD/knockback/stun attack. As a 31st level warrior I might carry one of these in my pocket just in case. As a 58th level Troubador you could probably just sing the owlbears to sleep.
