I had good fortune getting them to drop from the listed mobs in the water and on the shores just south of the Stoneroot Falls zone line.

There are several points on the mapfiend map in this zone marked as "AUG QUEST POINT". I found that multiple MOBs could drop the bottle in these areas.

Also got one from a snapjaw moccasin.
Looted two from the fisher-type shiliskins on the beach, and picked up a third from a shiliskin inside the Malgrinnor fortress.
Drops in Undershore. Random MOB will morph into a tree, finish it off and loot this. Part of the Udumbara, the flower of Legend quest. Looted mine from a Corathus, as I recall.
