No one seems to know what happened to Watchman Halv. After years at the same post, he seems to have gone into hiding. Watchman Grep has taken over his spot at the fork in the pathway.
I ran through Steamfont today and noticed that Watchman Halv has been replaced with Watchman Grep. I guess Halv finally decided to retire. Grep seems to be of similar power and ability.
From what I have been hearing, Halv was let go due to salary cap restrictions. It seems the Gem Choppers couldn't afford to keep him, but tried restructuring his contract to no avail. It seems that his agent (Gearo) might have botched the deal. I guess that's why we now see Gearo back in his pre-superstar agent role of quest giver in the Bazaar.
Watchman Grep (6th round draft pick by the Gem Choppers 3 years ago) has stepped up from being a one-time back up to Watchman Halv, and I'm sure he'll take over the role nicely.
I don't know if we will ever see Watchman Halv again, but I have heard rumors that the Emerald Warriors, Storm Guard and even the Legion of Cabilis (supposedly a HUGE 3 city deal is in the works that would send Trooper Taer to Oggok for a bunch of draft choices, Halv would go to Cabilis, and a as of yet unnamed guard would be sent to Ak'Anon) have all shown interest in the two-time NPGL (Norrathian Professional Guardsman League) pro bowler.
He might be retired for the time being, but has since become a personal fitness trainer for the Freeport Militia's own powerhouse Sgt. Slate.

I just tried Halv. I am a druid level 40. I tried him right after a few levels in Jaggedpine Forest, hunting A Cave Basilisk and A Cave Basilisk Genitor in the caves to the West in the zone.
Frankly, I can't see Halv being such a catch. Cave Basilisks must be a much better bet for druids at least. First, you have several in the area: no need to wait for re-spawn. Secondly, at level 40 at least, the basilisks gave equal or better exp than Halv. Thirdly, you don't destroy any faction you may or may not need in the future :) Fourth, you can practise several tactics with the basilisks: quad-kiting (yes, possible :), charming, and DoTing.
The only thing that speaks in Halv hunting's favour, is that he drops better (more valuable) loot than the basilisks. Basilisks drops very crappy loot! ;)
I leveled on this guy from level 35 until level 39. I've killed him more than 100 times, and I kept a list of his drops. Here's everything he ever dropped for me. Maybe someone will find this useful:

He always drops a short sword, a small round shield, and a shiny card. I've seen him also drop as many as three other items, though that many is rare.
You can take this guy at 25. Me and my husband did it, I was a 25 necro and he was a 24 druid. It's a long kite and a lot of resists, but eventually the poor little guy drops......
Two classes at 25 could do it, but I wouldn't suggest anyone attack this guy solo under 30, because he will resist you A LOT, and this little guy hits pretty hard and fast! Of course, the PoK book is just over the mountain, in case of an emergence.
I personally, soloed this guy starting at 33, without problem. So, 30 is probably the starting point to solo. But expect a few unfortunate "incidents" if you solo him that young!
This guy is a joke! Too easy for the experience. I only wish he spawned every 2 minutes!!
What I do is basically what everyone has suggested as a 34 necro. First, move further back down the path away from his older brothers (with fear, he sometimes goes over the maintain). Snare with dooming darkness, fear, pet, VoS, BB, and finally VC. Now, call of bones while he runs off. By the time he gets back to you, your mana has increase by half a bub and he's down to 30%. Usually, I can sit and wait for him to come towards me and by the time he does he its below 20% hp and starts to retreat. Been hit once (lucky hit), pet down at MOST to 70% health. Always full mana when he pops again, full health pet. NP!!
I can't see how this guy is half a blue of exp at level 40 when I'm getting that at 34. DE necro with 210 int. First cast snare, of course, followed by invoke fear, venom of the snake, then if I'm low on health, suck a little health from him for myself. Oh, I always have the pet up - extra damage and a distraction for when fear breaks, as well as the occasional stun. Why not? Anyway, if I'm not low on health, just add a couple more dots and watch them finish him off. I'm fairly spendthrift on mana, seeing as he's got a few minutes between spawn times - don't even bother using call of bones, just allure of death gets me near max again by the time he pops. Very, VERY safe exp, never seen any wanderers, and fear sends him off down some path away from the level 50 watchman around the corner - stupid gnome.
Believe it. I decided to pay this little guy a visit after I dinged 40, and I was getting roughly 2-3% exp per kill with him. I still call him the safest exp in the game! Never died from him (when I was hunting him from lvl 33 up), got hit a couple times, but was nothing I couldn't handle. And on Brell, this guy is never camped! Each time I go to steamfont, he is sitting there like the dead duck he is! MUHAHAHA!!
OK I Killed him this morning on Morell-thule and as a 40 Necro with a 194 int here is what happened.
Summon Pet and haste the pet (I didn't but I was in a bit of a hurry). Med to full. then Pull with Dooming darkness, sic pet, then cast Invoke Fear.
(note: he broke fear about 3 times very quickly so don't be right on top of him.. wait till it breaks and then while he is beating on pet recast)
Once feared cast venom of snake. Repeat till dead.. If your in a bit of a hurry finish him with torbis acid blast or drain soul to get back in lost hp for when he gets a bit to close.
At 40 got half a blue bub from him and only cost maybe half a mana bar. Loot sucks compaired to HG's and griffs but much better spawn time.

At 36 i tried halv. at first i found it difficult latter i tried a diffrent approach. it worked great. My first attempt involved rooting halv dotting sending in pet, healing pet. problem was i got to much agro and shaman pets suck. the strat that worked for me was this:
1) summon pet buff it with str dex agi sta 2) buff self with tails sheild and stam and sow of course 3) make pet not taunt (/pet taunt off) and stay in an area far enough away so that while u play with halv it doesn't run in. i found a nice spot where the rocky ground hits the road <on lfay zone side of halv> 4) haste pet 5) run over near halv and enstill/root. there is a good chance he will resist so wht i did is run towards mill till i got far enough away to cast again. it took me 1-3 tries to get him stuck long enough to conitue 6) once he is standing still malisment him 7) then targar <not a true necesity but helps just in case> 8) listless power him 9) my enstill ussually was close to breaking now as a note your pet should not be fighting at all yet. 10) if root is still holding dot <i used scourage and ebreath> if not run around re root and dot. 11)once doted run back to pet and sit till root breaks. 12) when root breaks halv chases u and when he gets close ... pet attacks if he hit u if not send pet in. 14) run around reapplying dots as needed. i ussually ran to lfay zone and back. 15) soon as halv starts to run ie almost dead sit down med till respawn. this ussually took me about 3 blues to do at 212 wis.
hope this helps the shamans since no one ever posts tips on soloing for us.
The question to ask yoursels if you can solo sg's why come to halv? only reason i can think of is because to great of A down time inbetween. I could solo him rather easily at 36 as my post says. at 31 i am willing to bet any melee would not last long. he hits for 90 and reasonable fast, as an sk u can try to fear kite but he resisted my enstills rather often till i malismented. so u may find it near impossible to do.
I dont know about any other class, but as a wizard, I can kill Halv easily at lvl 35. Its basic wizard solo strategy, but if youre wondering, heres how: Pull with Bonds of Force. There are no wandering mobs around him, so you shouldnt have to worry about catching anything else w/ BoF. While hes runnin at you, rather slowly, root until it sticks. From there, just nuke and re-root as needed. You may or may not need harvest, depending on how much he resists, but its goot to have it ready to cast, just in case. You shouldnt get hit at all, but you can have up steelskin if youre not too sure of yourself. He hits for 92 max w/ a weapon, doubles and kicks, but if youre good like me, that wont matter. I get close to half a blue bubble per kill, even in hell lvl. Ive been told he gives exp all the way to lvl 49, so Ill be here for a good long time =).

Why not kill the guards, they are fun. Also, I'm a Gnome, so your essentially saying that if I kill the Gnome guards, that you'll kill them too, good, dude you need to relax.
ok im a dark elf necro lvl 39. heres how i do it 1st have a pet up and augument it and med without any buffer..get a clarity if u can dont use call of bones cuz if u get a resist when pulling hes prolly gonna go after yah...and u just dont wanna get hit with that dot on yah heheh...
2nd pull with DOOMING DARKNESS, if u get resisted snd pet immediatly then recast til u get 1 to stick..or FD if u think u cant get 1 to stick....
3rd once hes darkend invoke fear him til it sticks
4th cast venom of snake until it sticks
5th cast torbas acid blast..if u dont have this spell..GO TO VELIOUS AND GET IT!
6th by now the ol migit halv is prolly near death just sit there and watch your pet beat the crap outta him..
7th....he dies
ok at lvl 39 im getting half a blue per solo kill, and the best loot ive goten from him at 1 time is 4p| short sword| small shield| fine steel morning star|ringmail gloves|and words of detachment... hes on a 5 min timer and U can sell the loot at the druid ring! im a necro and waayy kos to druids and i can sell to that woman i think her name is clydea or somethin like that... hope ive helped...

Some high char let me loot one of these guards' corpse, I think it was Halv. On it I found a shiny card, lore magic. There is nuffin on it in the quest dictionary, An I dun know what to do with it.
The shiny card Halv drops is the same one used in the Series C Blackbox quest in Ak'Anon. I have absolutely no idea why he's carrying one other than the fact that he's got one.
