Seen him up at neg510 neg440, yes in the middle of that T-junction leading to Stalag Trooper Biamas and Stone Seer Kaigek
I have had him spawn during the free-the-slave sequence also. He can spawn pretty much anywhere in the zone.

loc is pos 219 pos 1719... if your going TO the king room and you run into the table room, soon as you past the table room on your right there is a little owlcove this is right beside the tunnel to go down to king room, he spawns in this little owl cove right at bottom of ramp...

I found this guy twice roaming near the savage droga spider, on the ledge over the zone to Frontier Mountains.
No Location ... but he was on track on my druid ... track radius is 1000 points and I was in the "Dining Room" according to eqatlas
Killed this guy today, and he was a red con to the 58 shaman. He's somewhere in the 61-64 range.
Killed this one first day the zone was live after the update and he was yellow to me at 60.
