Shroud to 50 in PoK and then get the Skin so Soft task.
Head back to PoK and remove the Shroud.
Don't forget to take the Sewing kit she gave you from the shroud bank.
Buy the Simple sewing needle and the 2 thread from the tailor vendor nearby.
Head to the Temple of CT and get the items.

How to "Cheese" Skin So Soft (Stone Cold Summer quest) in Everquest

Easy.
