He spawns in the same spot as the normal evil eye... the only one in the entire zone, a zone that has been around since the beginning of the game. Point being, get out of hot zones and explore the game some. With that said, the location is +633 -443 -190.
Wow.. I know thie above reply was from 2009, but, here it is 2013 dec and I just did something sily... I got a bunch of pet gears from a friend. In the process, I made space to drop the "temp bags" in a main spot, and i Used a blank space in one of these bags to place my Bag of sewn evil Eye while I geared my pet... ....... Of all times for Sony to crash Anyway, I want my bag back and figured this forum would def tell me where it is...
To summize, I have the same question, I DO play this game.. And it seems rude that someone set as guru would hve replied with that, instead of simply relaying the information asked... thanks for at least adding the loc... I finally found it .... and hope the original one who asked did also... I will post a "its near the..." , . once it pops a second time, so for someone in 2025 (when this game still exists), that wants to find this or the reg Bag of Sewn Evil Eye ... will know where it is.
Lower Guk is quite a maze, Best I can say, getting there is this:
evil eye is near the iddle pool East of the Patriach, North of the Crusader
I risk to say also that he is basically in the center of the zone, and unless you live here, you'll def need a map to get to him If you are roaming, and in a highly populated area... youre inthe wrong area
when you get to lower Guk (NW entrance) , head south till the water ends, then travel south south south west, its in that abouts area.
Again, lower guk is a maze, youll have to run about if you havent a map.
duoed 70 ranger and 66 shammy, no threat at all. 4 out of 5 spawns it's spawned and dropped both bags. 3 times i pulled with the shammy pet to test out the charm Dictate but the only thing i noticed it casting was Instill on the shammy the whole fight. Only 1 time it actually tried to charm the shammy but he resisted it with only 98 MR, so I guess it can be resisted now.
I was able to 2 box her with a 69 SK and 68 druid. Key here is to waste her unresistable charm, once that is over with, you got her. I attack with druid, druid gets charmed, SK will Feigh Death, and wait for charm to wear off, then it's about a 5-8 minute battle, with about half a dozen heals from druid. SK is nothing special 6K hp, 1500 ATK/AC when buffed by druid.... LoL druid is nothing special either, no spells higher than 65 :-(
Just finished a solo fight against him as a 70 Necro with 7.1k health and 6.5k mana.
I have no clue how hard he hit because he only hit my pet the entire time. All I did was put a DOT on, FD, DOT, FD, DOT, FD so that my pet kept all aggro. I do know that either he hits for very little or just casts a lot, because he did no damage to my pet until he enraged.
Tip: If he falls in the water, GO IN WITH HIM. I made the mistake of casting from out of water on a target in the water, and spells don't land if you do this. So basically I was almost OOM near the end of the fight and wondering why nothing was landing!
Did him solo as a druid with 7.4k hp and 7.7k mana. Hardest hit was about 800 but most hits where in the 200-400 range. Be careful with the charm if you bring a friend (or twink).
This is easy solo for 70 Wizard with good resists and level one manaburn. Opened with MB for a quick 12k then chaincasted ACF til dead. I hit my heal over time potion but probably didn't even need that since his melee is so weak. Did interupt a few casts but not enough to put me in danger.
I was able to duo the Fabled Evil Eye with my 66 Paladin and 58 shaman. I will provide some tips to my encounter, including something very important I wish to share with everyone.
When the Fabled Evil Eye spawns (PH 29 minutes) for my Paladin I activated the combat ability Sanctification. It is a level 60 Paladin ability which grants immunity to most spells except irresistable and a few PoP boss encounters for 18 seconds. Since I hear he can charm despite any high magic resist, I figured sanctification would take care of that. I was extremely surprised to see my Paladin get charmed in five seconds despite sanctification being activiated (charm was listed as "Dictate" for debuff). I have to conclude from that experience that his charm is irresistable. My shaman's pet was able to tank the eye for awhile while my shaman ran into the water and bided time for the charm to wear off. Slowed landed as mostly successful. I was very grateful that the Evil Eye did not recast charm throughout the whole fight. The only spells he casted (and purpose went out of its way to cast on my shaman despite Paladin fully having aggro!) was instill and one dispel (lost KEI on shaman too. /smack Evil Eye). I won the first fight without incident after the charming spell wore off. I recommend when the Fabled Evil eye spawns that everyone except the tank engage it (while the rest of the group sits way back). That way the eye will charm the tank and with no others on its aggro list, it won't harm anyone. Then when charm wears off, have the group rush in without fearing the dreaded charm. Also, Max hit with 1510 ac was 712. Hope this information helps.
Charmed me easily at 163 sv magic. Then proceeded to slay my friend, hitting him for 800+ with each hit. Walked around with me as a pet for a while, I got lucky and managed to get off a gate when charm wore off. Time to go get my buddy's corpse.
Oh yeah, dk blue to me at 62. Definitely not 30-36.
If the mob can make you cast, it always used to use what's in your 8th spell slot... be sure to have something harmless there before you attack (Gate is best if you have it) otherwise you'll heal the mob or nuke your party. I have no idea which one it uses if you have the AA 9th spell slot, it's either set to default to the 8th slot or the bottom slot *shrug*.
This could be old information, but no one has told me differently since I learned it. =)

It was back as of a few minutes ago. No way can it be 30-36 as it was DB to me and killed my pet easily. Based on the initial info I thought I could solo this but one minute later I was in PoK minus my pet and one gate potion.
Yes this eye is back for SoE's 6th anniversary along with many (possibly all) fabled and some new fabled mobs not listed in Beastiary. I plan to go back with a group later.
The Fabled mobs were all part of Sony's 5-year anniversary event, which is long-since over. These mobs do NOT pop in the game anymore; anyone saying they do is either misinformed, or is trying to amuse themselves by having people run around trying to pop mobs that no longer exist. I'm posting this due to the number of other posts I have seen on various Fabled mob threads indicating that people are still trying to pop them.
double boxed this guy with 61 pally and 65 cleric. was touch and go for a bit but chain stunned with pally and did the 1100 nuke from cleric...took just over 5 minutes
I tried to solo this guy on the 20th of March (conned green to a 62 at that point - it was pre-patch). As a 62 BL he ate my lunch. I could only partially slow him and he smacked the pet around pretty hard. I couldn't keep up with heals, he killed pet, summoned me, and that was that. Hardest hit was for 909.
Got my roommate to grab his 65 mage and 63 cleric and the 3 of use put him in his place. I sent in the pet, as did the mage, then I partially slowed him and just stood back. Between the two pets, my (weak) nukes, and the mage nukes, he went down fairly easily. Would guess it took two or three minutes tops.
