You need to complete the Highpass Lottery quest to get Highkeep Royal Suite, the key to his room at /way -37,-307,+53.72 on the second floor.

Use sense the dead and then tell him the phrase when outside door. Maybe he'll give you the stuff through the door since he is targeted by the spell.
Good idea, but you will still need the key later on to turn in the amulet to Tearon, and then he gives you the Silent Watch Shield in return.

I used sense the dead and he was on the target. anyone know who he is?

The new quest begins with him, tell him "all is not bright above the clouds" he will then give his bracer and tell you to seek out the "highpass hussy" (mistress Anna). Getting to him is a *****, as you need to complete the Lottery Quest first and get the key, which is very boring.

he is an undead paladin that was for the old Thex dagger quest.
Use sense dead to target him, and face the door he is behind (3rd floor). nuke him, and he will do LoH - he only heals himself to half after this. he drops nothing of note. he does not respawn quickly (several hours minimum.)
he will not fight back.
