Have up IoN, Spook the Dead and a fast cast stun or 2.
To camp her. Stand at the steps of the Pub. Make an audio trigger for "Sasha" if you afk camp her like I did. When it goes off, you only have a short amount of time to get aggro. Normally she will be inside the Pub when it goes off.
I caught her walking from the stairs towards me at the steps of the Pub. Taunt, stun or bash to get aggro. No guards will assist her. Fear her off the bat. She will run in a random pattern. Use bash and stun and keep her feared. Went down quickly for me.
Dropped 2 fangs and 6 plat, 11 gold, 7 silver and 12 copper.
No faction hits.

I just caught her again for the third time in one day. Her spawn time seems to be about 2 hours and 20 minutes.
She doesn't seem to stay up long, just spawns, makes a short walk, and then despawns in perhaps a minute or two. One good strategy seems to be to wait for her near the bottom of the small flight of steps that leads up to the winding ramp that leads from the lower part of Katta near the bank to the upper area in the zone. Face up the steps and watch for her to spawn and walk down. Attack as she reaches the bottom of the stairs. Have your best magic resist gear and buffs up. (My magic resist was about 205 and I resisted everything she tried to do to me.) She tried again and again to root, mez and charm me while I was kiting her down.
We also killed her once with me (60 druid) and a 53 pally. With the pally swinging and me nuking she went down quickly and easily.
She seems to have had perhaps 9000 HP, more or less, and my fire nukes hit solidly for full damage every time. Snare landed the first time, too.
There were no faction hits for killing her.

Thanks for the post. I always wondered what her spawn time was. Too bad I have yet to see her in several days (enough time that I have killed 5 assassins) of hunting there.

She Spawns On The First Tier Of The Steps Leading Up Out Of The Bottom Of Katta. She Then Walks Towards The Pub. All Her Resistances Are Normal As Far As I Can Tell. Although She Has A Elf Graphic, She Is In Fact Undead. When Feared She Walks The Path Upwards Towards Zone, So Fear Kite Is the Best Way To Take Her. She Casts Mez Alot So Have Your MR Gear Handy. Her Spawn Rate Is Once Every Two EQ Days Or So, And Is Always 45th Lvl As Far As I Can Tell. Killed Her Three Times Now And She Has Always Dropped Two Quest Fangs, No Other Loot.
