Cons level 60, easily soloable by a 65 BST in PoP era. Landed slow first shot, and with my own melee, a couple dots, and a few heals on my pet, brought him down with no issue at all. He wouldn't take my bag of shiny new picks, so I got angry and killed him. :)
No faction hits.
He respawned only about 5 minutes later. Possibly less.

I have done this Welnik's Picks and Ore quest, on Cornaiv server. I am on Selo's now. I got the ground spawns, turned them into the guy in Steamfont, but when I came to turn the bag into this guy, he's not there. Is he just not in yet (we are pre-POP right now), or is something else going on?

The quest he starts is a Omens of War quest so he is most likely tied to that expansion. I set him to spawn with Omens.

The two miners, were part of the pre release of Dragons of Norrath, and were eventually left in game, or seem to appear, once level 65 is obtainable, on TLP servers.

He doesn't like me for some reason, anyone know if he's on a faction? I'm an inky, but most races like me, so I'm not sure what he could be.
He's amiable to me, so if he is on a Gnome-related faction, it's probably King Ak'Anon, the faction of the clockworks in Ak'Anon itself. I'm pretty sure that's the only Gnome-related faction that I'm amiable with.

There is a turn in timer on this guy to prevent cash farming like the Firiona Vie event quest. The timer is about 1 hour after your last turn in before you can do the quest again, or even do the turn in for the other quest he gives. However the timer runs even if you arent logged in and is only specific to your character, so several peeps can do the same quest right after another.
I did his ring quest the other night with 2 characters and got the ring both times.

As of 8:33am PST, Miner Welnik and Head Miner Bibol are both gone from Lavastorm on Morell Thule. Picks are no longer where they spawn either.
I was surprized as I really expected them to continue this through the weekend and the gnomes finish thier digging when the servers went down for the DoN patch :-)

The locks of the lost picks are correct and they are there now. Both the Miner Welnik and Head miner Bibol are back in play.{:yippee:}

Miner Welnik is at loc. P1021, P497, N74. He requests that you find 4 different lore picks to be given to Numden who is a Smith in Steamfont.
