As of 01/26/2007 this mob's quest does indeed work.
To complete the quest you simply give him a single bandage. You can give him 4 at a time however, and factioning will go quicker.
Summoned bandages do not work. He will simply give them back.

Sadly the bandage quest doesnt work anymore. i handed in bandages and he just gave em back to me :-(
If you're going to go down to where this guy is to give him bandages, and you're KOS, watch out for Blixin Entopop. He likes to hang around there, and has a HUGE aggro radius.

He is in a hut with his wife/sister in one of the 2 huts in the farrrrrrr south-east area. From the tunnel to rivervale just head south when you are at the hut cluster.

I did the Bandage Quest where you give him a bandaid for faction. I wanted a squad Ring and someone told me to give him 400 bandages to get to ally with the rivervale guys and get my squad ring. Got my squad ring .
Now when I run through Freeport Random NPC's try to kill me. I didnt realize that so many people are on an illegal tradefolk faction. I thought it would just be evil npcs like in neriak or something . Boy was I wrong , now I gotta go back and kill this guy a million times to get back to neutral. DOH!

Don't go back and kill him! There is a quest you can do in Erudin that will raise Trade Folk Illegal, and not lower what you've already gained.
Check the faction table for the inert vial quest.

from rivervale take a right at n00b guards, he and wife in a hut in corner of zone, i dunno why though :) i couldnt figure quest out
