Up on a hill at exactly +946, +603, +158
Found him at +1070, +450 today
Close to that today at +1200, +400 on the hill straight East of the docks, S-SW of Kaladim, and SW of PoK book, but on the other side of the hill / mtn.
EDIT: That was on Xegony, and he didn't move for many days while the server was up. I finally went home before the server reset to see if he respawned somewhere else.

He wasn't in any of the below posted location. I grabbed my ranger and tracked him down. He roams and pauses in many locations. I followed him for a bit to see if there was a Game Time that he could be located at, but got bord with it.

was standing at loc pos 1160 pos 420 pos 190, its up on the wall straight out east from the docks, he did not appear to roam.

the actual loc is pos 995, pos 603, so you don't spend 20 minutes trying to get behind that tree, like i did.
Not exactily in an obvious location: 885, 630, 185. On a mountain, behind a tree, SW from PoK book.
He is part of the Paladin Epic 2.0 -- the Rite of Cleansing.

When hailed:
Guard Mandin says 'Greetings, High Elf. Lately there has been odd occurrences happening at night at the Chessboard area in these mountains. Rumor has it some goblins have been found dead the next morning near there, with their blood sucked dry. You should investigate the area.'
This is similar to things Guards Highmoon of Felwithe and Fayfear of Kelethin are saying
Two interesting things in the chessboard area.
Tok Skan is apparently a new mob in the area. Light blue to a 66. Responds to hails with "I'm afraid I can't speak right now, Merck. I'm waiting for someone very important to arrive." He's targetable but you can attack or cast spells on him.
Signus Boran is near the hut at the chessboard. She cons green to a 66 in the day, and cons red to a 66 at night. Not sure if this happened before though.

I am searching for 'Tok Skan' - where did you find him/her/it? I am doing a short duration task called 'Your Ilk' and the last step says "Explore Tok Skan" - I have been searching unsuccessfully for two days for what I thought was a place (Tower/encampment/whatever) - I'm glad to hear it's a mob and may be trackable.

You can find Tok by the Chessboard. Head North from the wayfairer's camp.
