I beat him last night. He can quad hit but his hardest single hit was 65 or so. He resists root a lot so watch out when he runs or you'll soon be fighting some of his buddies too.

This guy is not level 31. He is blue to me at 50, my guess is closer to 40. He is a wandering guard who hangs out near the militia hall.
