I've looked at both locations for this NPC and he is nowhere to be found.

This NPC is also the last step in a low level task called "Dropping in on Bandits". It is very similiar to the task listed with this NPC. Basically, one does not have to get borer bettle eyes.

Okey, I dug out my 65 bard, dusted her off and went hunting. I found him. He's right by the Bridge that goes from North Karana to East Karana. He's at location -126.61, -2724.29. The second number is negative, not positive.
