To get the inner palisade key after killing mobs for several cycles and hoping for a drop was easily gotten doing the Blacksail Folley mission "Buried Treasure" which I had to log in an alt who had never done the mission before to get. The key from the mission is not, fortunately, temporary.

The mob named Lazy Eye Sully spawns in the inner palisade and I was not able to find a successful location for using rocketeer boots.
