I got her to spawn at -2565.91, 781.59, -366.60

And this is an in game Loc, not a map Loc like the ones down below.

I saw her spawn at loc neg 282, pos 3747 on the west wall, just south of the Western Sarnak Outpost, which lends weight to the any bear can spawn theory.

I can confirm that a huge frontier bear is a PH. I can also confirm she sawns on the west side south of the fort.

I need the neck item. So what is her common. The sticker or the neck. I killed her once today and only got dagger. No use to a druid

just saw her spawn tonight at this location as well, fight lasted about 3 to 5 minutes. (109 Rng, 110 Chanter, 108 Mage)
