I think he can spawn on either cycle. He has been up while I have killed about 10 foragers, however, haven't seen any hunters around while he has been up. However, he has also spawned during my forager run.
He spawns on the forager cycle , killed just a few mins ago , dropped froglok blood and 3pp.

I killed this guy tonight, with my 55 druid. He also drops the druid/ranger spell, Circle of summer. That seems to be a common drop in this zone though, since i've gotten it off of several other mobs as well.

Dropped Heroic Bond for us, level 52 cleric spell.
also dropped herioc bond for me tonight
Killed it tonight, dropped 7 gold, no loot at all
