He offers the following Mercenary types to people who participated in the Seeds of Destruction beta:

You have to have participated in SoD beta to get the mercs he offers.

Just tring to figure out what I need to do in the test server, in order to get the mercanaries this NPC offers, if anyone knows please let me know! : )
He sells Beta Reward mercs. A siren cleric merc and a minotaur warrior merc. I think the prices are the same as regular mercs.
