Killed him today, alone with my healer merc. He is immune to run speed changes. Max hit around 1200hp, so not so tough. However, he does have a higher resistance to slow spells than most mobs around him, as I got the 'slightly' message instead of the 'partially' message.
Sadly, he just dropped trash - no cloak.

Does he spanwn in the goblin fort , we have been killing for 2 nights at goblin camp and nothing yet but dragnol foreman ..
spawns in the goblin fort in the back, in the pit, at loc 1436, -3278.
Pretty rare, only seen him up on zone crash.

i Didn't catch the name of the effect, but when we pulled him, had a nasty silence AE that lasted for about 20 sec
