I don't think this mob is level 52 because he spawned light blue to me and I am 52 as of this posting

Any idea where this guy spawns or how to make him spawn? I spend a ton of time in this zone and have never seen him.

He does pop off a death. For me he spawned upon the death of a Furious Blackhand, and dropped the pendent.

This guy is a death spawn when you kill a brokenskull Seeker. For a Captain, he sure has an odd loot table. You'd think he'd at least have a saber or axe or something . . . /shrug.
