Confirming Shuraz's info. Spawned from the three roaming "a footsoldier of Erillion", can also be "a Blade Guide of Erillion".

Note:The ramp that they are near doesn't actually get you to the arms area, it it blocked at the top. This is the ramp near the forge where Bursin the Legend is.

Location sounds good thank you. However, just to clarify - the ramp looks like it is blocked at the top but it isn't , you can get to the arms by making your way thru the rubble. (Sometimes a very convenient way to get back up to the arms area w/o going back the way you came).
approx -700 x - 550. there is a pack of 3 Erillons by the ramp up out of the belly area. It was one of those.

Also drops Rustic Stole of Argath. Just killed him today and got it
Spawned in the belly area very close to -520, -860, -405, PH respawned as "a Blade Regulant of Erillion." Dropped Rustic Wristwraps of Argath in addition to what is already listed.
Next kill dropped Gripworn Steel Band, Minor Alaran Cantrip.

92 tank merc was kept alive absurdly easily with 2 cleric mercs.
Every 25 seconds casts either Aft Arc or Fore Slice (high DD directional cone attacks forward or backward. He broadcasts the direction 5 seconds before casting)
He dropped a Rustic, but I don't remember which. Arms Head or Gloves.
